On April 11, the 1st Session of the 5th Faculty and Staff Congress and the 5th Trade Union Congress of SDUT were grandly held in the Lecture Hall of No. 3 Teaching Building. Attendees included WANG Hui, Level 2 Researcher of the Shandong Provincial Education Union; WANG Yipu, Member of the Party Leadership Group, Deputy Director of Zibo Municipal People’s Congress and Chairman of Zibo Federation of Trade Unions, as well as university leaders LI Yuxia, SU Shoubo, DU Fangling, GUO Qingbing, CHEN Shengwei, CUI Huanyong, CHEN Jing, PANG Qiuxiang, ZHANG Shouheng and FENG Yiyu. More than 350 official, non-voting and specially invited delegates gathered to jointly make major plans, discuss important issues, and chart a new course for the university’s development.
President LI Yuxia presided over the preparatory meeting. Delegates voted to adopt the lists of Presidium members, chairpersons, vice-chairpersons, secretaries-general, and deputy secretaries-general for the Faculty and Staff Congress and the Labor Union Congress respectively, as well as the agenda for the congresses.
The congress officially opened amid the solemn national anthem. DU Fangling, Deputy Secretary of the Party Committee of SDUT, presided over the opening ceremony.
WANG Hui and WANG Yipu delivered speeches in turn, extending congratulations on the convening of the congress. They fully recognized the outstanding achievements made by the University Trade Union under the leadership of the University Party Committee,with a focus on the university’s core work, particularly in democratic management and rights protection. They encouraged the union to strengthen ideological guidance, serve the overall development, enhance its capacity to perform duties, and unite all faculty and staff to strive for new accomplishments in the new era.
Entrusted by YU Hongbo, Secretary of the Party Committee of SDUT, SU Shoubo, Deputy Secretary of the Party Committee of SDUT, delivered a speech on behalf of the University Party Committee to extend warm congratulations on the opening of the congresses.He pointed out that this year marks the 70th anniversary of the university’s founding. Holding the congresses, he noted,was of great significance for unifying thinking, building consensus, inspiring the enthusiasm, initiative and creativity of all faculty and staff, and promoting the university’s undertakings to new heights on the new journey. He expressed the hope that all delegates would adopt a broader perspective,build consensus, take an active role in serving the overall interests, promoting development and building a harmonious campus, and strive to open up a new chapter for the university’s development with a strong sense of urgency and mission.
XU Teng, Secretary of the University Youth League Committee, congratulated the congress on behalf of all members of the Communist Youth League. He stated that the Youth League would work alongside the University Trade Union to demonstrate new commitments and actions in serving the university’s high-quality development and promoting the all-round growth of faculty and students.
LI Yuxia delivered a work report entitled “United to Shoulder the Mission, Forge Ahead to Open a New Chapter: Striving to Build a Modern High-level Applied Research University with Distinctive Industrial Characteristics”. The report systematically reviewed the university’s achievements since the 4th Faculty and Staff Congress and Trade Union Congress in areasincluding talent cultivation, discipline development, faculty development, research innovation, social service, support systems, and Party leadership, and analyzed the inadequacies and vulnerable areas in the university’s development.
The report stated that during the15th Five-Year Plan Period, the university would strengthen the Party’s overall leadership, fulfill the fundamental task of fostering virtue through education, and would, with high-quality development as the main stream, deepening reform and innovation as the driving force, enhancing modern governance as the key, serving national strategies, and supporting regional economic and social development as its mission, continuously optimize the layout of disciplines and programs, improve research and innovation systems, accelerate the building of a high-level faculty, enhance social service effectiveness, expand new international cooperation spaces, vigorously implement ten major projects including “Discipline Peak Building and Plateau Expanding”, and strive to open up new chapters for the university’s development.
The report emphasized that 2026 was the first year of the university’s 15th Five-Year Plan Period. The university would focus on improving talent cultivation quality, strengthening distinctive disciplinary strengths, building a high-caliber talent pool, boosting the supportive role of scientific and technological innovation, promoting university-local integration, creating new patterns for international exchanges and cooperation, improving support systems, deepening reform and innovation, and leading high-quality development with high-quality Party building.
After the opening ceremony, SU Shoubo presided over the first session of the presidiums of the Faculty and Staff Congress and the Trade Union Congress. The meeting voted to approve the proposed lists of members of relevant committees of the 5th Faculty and Staff Congress and adopt the Proposed Draft of Election Measuresfor the 5th Trade Union Congress.
The delegates present were divided into 12 delegations to hold group discussions on the relevant election measures, the university work report and financial work report, the measures for post appointment and assessment over the employment term, the 4th Trade Union Congress work report, and the 4th Trade Union Congress fund review report, and put forward a number of valuable opinions and suggestions.
During the course, SU Shoubo presided over the second meeting of the Trade Union Congress Presidium, heard reports on the discussions from all delegations, and voted to approve the proposed lists of relevant committees of the 5th Trade Union Congress. DU Fangling successively presided over the first meeting of the Trade Union Congress, the first meeting of the Trade Union Committee, and the first meeting of the Trade Union Funds Review Committee. The meetings voted to approve the Draft Resolution of the Congress, elected members of the 5th Trade Union Committee and the Trade Union Fund Review Committee, as well as the chairperson and vice chairpersons of the 5th Trade Union Committee, and approved the director of the 5th Trade Union Fund Review Committee. SU Shoubo presided over the second meeting of the Faculty and Staff Congress Presidium, heard reports on the discussions of each delegation, voted to adopt the proposed lists of the 5th Faculty and Staff Congress, received a report on the collection of proposals, and approved the Draft Resolution of the Faculty and Staff Congress.
DU Fangling presided over the closing ceremony. XU Qida, Chairman of the University Trade Union, delivered a report on the proposals of the Faculty and Staff Congress and briefed on the implementation of proposals from the 6th Session of the 4th Faculty and Staff Congress and the collection and review of proposals at the current session. According to the report, a total of 151 proposals were received at this Faculty and Staff Congress, including 20 related to teaching and talent cultivation, 34 concerning personnel and talent development, 3 on discipline development, 14 regarding assets and information construction, 65 on support services, and 15 covering comprehensive affairs.
The delegates present voted to approve the lists of members, directors and deputy directors of both the Proposal Work Committee and the Faculty Rights and Democratic Supervision Work Committee of the 5th Faculty and Staff Congress, as well as the Congress Resolution.
The congress called on all faculty and staff to follow the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement the spirit of the 20th National Congress of the Communist Party of China and its plenary sessions, fully implement the decisions and arrangements of higher authorities and the work requirements of the university, uphold the fundamental task of fostering virtue through education, stay focused on the goal of building a high-level university, and unite with one heart and take resolute action. With a stronger sense of responsibility, more practical measures and an improved work style, they should strive to create a new situation for the development of all undertakings of the university, making unremitting efforts to accelerate the development of a modern high-level applied research university with distinctive industry characteristics.
